Abstract
This article examines various concepts and approaches to studying the development of civic identity in the educational environment, the development of value orientations among young people, and addresses the use of a competency-based approach in the educational process. The article also attempts to analyze the methodologies used by researchers, as well as the current state of knowledge on political and state identity. Attention is paid to the findings and conclusions, proposals, and recommendations presented in the reviewed scientific works, as well as to improving the effectiveness of civic identity development in the higher education system in the context of socio-cultural transformation. Pathways to civic identity development in the context of changing socio-cultural values are considered.
